This study aims to develop a web-based interactive network simulator specifically designed to support learning of Computer Network courses in universities. The main problem raised is how to create learning media that can bridge the limitations of physical laboratory facilities and im-prove students' conceptual understanding and practical skills in network configuration. The methodology used in this study is Research and De-velopment (R&D) with the ADDIE (Analysis, Design, Development, Implementation, Evaluation) approach. The simulator was developed using web technology (JavaScript, Node.js, and WebSocket) with main features such as network topology assembly, virtual device configura-tion, and real-time data traffic visualization. The research question asked is: "To what extent is the effectiveness of a web-based interactive network simulator in improving students' understanding and skills in learning computer networks?". The evaluation was conducted through an experimental study on two groups of students, namely the experi-mental group using the simulator and the control group using conven-tional methods. The results showed that the use of the simulator in-creased conceptual understanding by 32% and practical skills by 45% compared to traditional learning methods. These findings suggest that a web-based interactive simulator is an innovative and effective solution to support computer networking learning, especially in the context of distance learning or limited laboratory infrastructure.
