Abstrak

The development of a democratic system that originates from the people opens up gaps. Regional election systems that provide space for political parties to nominate regional head candidates based on the principles of transparency, accountability, community participation and quality of government are several aspects of democracy that are influenced by political election rules and procedures. This research uses normative legal research methods, in normative legal research discussing the existence of regional head election regulations which can ideally improve the quality of democracy. However, the problem is the lack of transparency of regulations and the dominance of large parties in the regional election system in regional areas which undermines the values ​​of democracy itself and comparisons.
